About Us:Volunteers of America-Greater New York (VOA-GNY) is an
anti-poverty organization that seeks to end homelessness in the New
York metropolitan area by the year 2050. We focus our continuum of
care to address the most prevalent causes of homelessness: (1) lack
of affordable housing; (2) unmet health needs, including but not
limited to mental health and substance use; and (3) lack of jobs

Now in our second century of serving those in need, VOA-GNY
understands what it takes to heal families and individuals who are
in crisis and have experienced trauma. We operate and provide
services in emergency shelters, transitional housing, and permanent
supportive housing for close to 11,000 men, women and children
through 65 programs located in New York City, Northern New Jersey,
and Westchester annually. We are one of the largest providers of
services to families and individuals experiencing homelessness in
the Greater New York area, serving survivors of domestic violence,
people living with HIV/AIDS, veterans, and others who have
behavioral health or substance use needs. Many of VOA-Greater New
York's programs are nationally recognized and meet the rigorous
standards of accrediting bodies CARF, COA and the NAEYC.

Position: Property Manager (CST160)Summary: Reporting to the
Certified Property Manager (Tax Credits), the Property Manager is
responsible for managing the asset management operations for the
Limited Partnership facilities. The Property Manager will work
closely with the Finance Department to ensure cash receipts are
reconcile in a timely manner. The Property Manager will work with
Program Directors at each of the assigned facilities to ensure
required documentation is obtained (income verification, bank
statements, third party verifications, etc.) to complete annual
certification. The Property Manager will ensure that each property
meets the compliance requirements for LIHTC, Section 8, and all
other state and local regulatory agency requirements. Furthermore,
the Property Manager will oversee the rent collection at the
assigned facilities and will work with Program Directors to resolve
arrears. Minimum Qualifications: Bachelor's degree in Finance,
Business, Accounting or Real Estate with 5 years compliance
management experience in project-based Section 8/Tax Credit
residential properties. Experienced working with multiple types of
service programs. Strong knowledge of LIHTC regulations. Formal
training and/or LIHTC certification required. YARDI or similar
property management software experience required. Strong
organizational, time management, administrative, communication and
interpersonal skills. Supervisory Role: This position does have
supervisory responsibilities. Principal Responsibilities: The below
enumerated principal responsibilities are inclusive of both program
specific and firm-wide related administration, as applicable.
- Prepare for and attend LIHTC audits and property inspections
performed by state, local, and other regulatory agencies.
- Use Yardi Voyager for effective lease administration,
compliance monitoring, and daily workflow schedules. Generate
monthly, quarterly, and annual property performance reports in an
accurate and timely manner.
- Review and process tenant billing for rent, late charges,
monitor the posting of all tenant rents and subsidy payments if
applicable. Review rent arrears to ensure timely payment of rents
and related charges.
- Monitor tenant lease compliance, security deposits, and track
critical lease-related dates for expiration, re-certifications, and
rent increases. Process eviction notices, and work with landlord
tenant attorney to enforce.
- Address all tenant related issues and/or concerns in
consultation with the Program Director and case management staff.
Manage the evictions process for non-payment of rent and/or other
lease or House Rules infractions.
- Provides training for related program employees on tax credit
compliance, file management, use of Yardi, etc.
- Perform other related duties as requested. Expected Results of
- LIHTC audits and property inspections performed timely and
accurately to state, local, and other regulatory agencies. VOA is
represented professionally at LIHTC meetings.
- Yardi tenant records are accurate and are timely updated and
closed, in coordination with Finance, each month and annually.
Internal and external reports are timely and accurately.
- Tenant ledgers are up to date and reflect accurate charges.
Arrears are addressed in a timely manner with written back-up
- Lease regulations and House Rules are followed by all tenants.
Difficult or litigious cases are escalated to landlord tenant
attorney for enforcement of house rules or eviction when
- Tenant issues and/or concerns are resolved in a timely manner.
In collaboration with the Program Director, solutions to tenant
issues and/or concerns will be identified.
- Staff is trained on Yardi software. Yardi tenant records are
accurate and are updated timely and closed, in coordination with
Finance, each month and annually.
- All other related tasks are completed on time and accurately.
Work Environment: While performing the duties of the job, the
employee may be exposed to administrative office, residential and
shelter settings. Activities occur inside and outside, and the
employee may be exposed to environmental conditions. Physical
Demands: While performing the duties of the job, the employee is
regularly required to have visual acuity, talk, and hear while
communicating with peers and/or vendors. This position is active
and requires standing, walking, bending, kneeling, stooping, and
crouching. Will be driving/commuting between property locations.
The employee must occasionally lift and/or move items up to 20
