Fulton will provide 135 beds of transitional reentry housing to formerly incarcerated men who would otherwise be homeless after discharge from a correctional facility. Fulton will also provide onsite reentry services, including case management, benefits enrollment, employment, health, and substance use disorder treatment. This is a unique opportunity to shape and implement a transitional housing program that supports people returning from prison, with a specialty focus on elders and others who have served long sentences in prison. This opportunity includes building the team through hiring and training, developing the programmatic culture, creating a sense of community among staff and residents, and finalizing and implementing policies and procedures.Fulton programming is focused on achieving stability with participants. Outcome areas include long-term housing placement, employment, access to other income supports, connection to treatment, and compliance with parole supervision. On-site services, provided by Osborne staff include intake, assessment, benefits enrollment, service planning and case management, substance abuse treatment (also provided throughout outpatient treatment program El Rio at our 809 Westchester Avenue location), workforce development services, housing placement services, elder-specific reentry services, recreation services, and residential services including meals.We are seeking a Director of the Fulton Community Reentry Center, who will direct, supervise, guide, and oversee all Fulton operations, in accordance with approved policies, procedures, and standards to ensure the delivery of quality services to all residents on a 24-hour basis. The Director will supervise a Program Manager, Clinical Supervisor, and Security Director, and develop and maintain a structure that best meets the program's needs and requirements. The person will work closely with Osborne's Facilities Director and other Program Directors and Senior Executives to ensure the integration of the Center into Osborne's programs and services, and implement and track progress towards programmatic goals as well as ensuring a welcoming and safe environment and culture at Fulton.Responsibilities:Develop and implement policies and procedures that adhere to all New York City Department of Homeless Service rules and regulations and support programmatic outcomes.Manage a team of 50 employees and ensure high-quality services and support to residents.Conduct regular supervision with all direct reports, which include the Clinical Director, Office Manager, Program Manager, and Security Director.Recruit, hire, and train administrative, program, and security staff in collaboration with the Clinical, Program, Security, and Facilities Director and with the support of HR, Executive team, and other Program Directors as indicated.Design and implement staff training with the support of HR, Executive team, and other Program Directors as indicated.Conduct and document program compliance with all applicable fire, safety, and health standards, and monitor performance and any applicable corrective within the housing unit.Be accessible to the clients, Osborne's management team, and partners and be responsive to and handle emergency situations as required.Manage and participate in the reporting, investigation, and documenting of all significant incidents, and all appropriate reporting agencies ( i.e. DHS) as required by all applicable regulations and laws.Must be on call 24 hours, 7 days a week, 365 days a year, to respond to all shelter emergencies and/or appropriately delegate on-call responsibilities to the Clinical and Program Manager on a regular schedule.Assure vacancies are kept to a minimum and beds are filled in a timely manner with appropriate participants.Coordinate with DOCCS, Parole, and other referring entities to ensure timely referrals and the right volume of referrals.Ensure adherence to all budgetary guidelines.Provide weekly and monthly performance reports on projects. Communicate potential risks proactively to Senior Management.Collaborate with partner organizations to fill gaps in services as well as with the Community Advisory Board to build connections and gain support in the community surrounding Fulton.. Requirements:Education and Experience:Master's degree in Social Work, Public Administration, Human Services, or other relevant field and a minimum of three years progressively responsible experience supervising transitional, residential, or permanent supportive housing programs. In lieu of a Master's degree, Bachelor's degree with a minimum of five years progressively responsible experience supervising transitional, residential, or permanent supportive housing programs.A minimum of three years of management experience.Experience working with the Department of Homeless Services (DHS) preferred.Experience working with formerly incarcerated people in reentry and those impacted by the criminal legal system preferred.Related Skills or Knowledge: Excellent management, problem-solving, organizational, leadership, staff development, and program design skills are required. Ability to analyze and evaluate information and develop recommendations. Demonstrated success in planning and implementing program activities within budgetary and time constraints. Must be familiar with the DHS system and requirements. Computer skills are necessary, including familiarity with Google Suite as well as MSWord and Excel. Must be able to manage multiple priorities simultaneously. Must be able to work a flexible schedule.
