SUNY Maritime offers an array of employment opportunities stemming from entry level to professional positions which encourage growth and development among its employees.Job Description:Description of DutiesThe Personnel Associate/Manager of Payroll, Benefits and Compensation is responsible for handling the day-to-day operations relating to the payroll function including the timely preparation and certification of the following biweekly payrolls: Regular State, College Work-Study, and Temporary Service. The position is also responsible for oversight and timely processing all benefits (health, retirement, leaves, compensation related functions, etc.). The successful incumbent will need to possess strong and proficient organizational plus prioritizing skills including attention to detail, ability to establish ownership and drive with assigned initiatives through timely completion, must maintain extreme confidentiality of employee records, possess exceptional communication and interpersonal skills including demonstrated ability to build rapport and establish trust; strong writing, editing, oral communication skills, superior customer service skills, ability to work under pressure, and multi-task in a fast paced environment while juggling competing priorities, and strong analytical and investigatory skillsResponsibilitiesThe Manager of Payroll, Benefits and Compensation is responsible for auditing classified service time sheets and other payroll records to ensure employees are paid accurately and timely. The Manager of PB&C is also responsible for maintaining time and attendance records for both classified and unclassified service employees which includes maintaining the Time and Attendance System. Other duties responding to employment verification, unemployment claims, workers' compensation accrual restoration, preparing other reports as required (i.e., NYS Teachers' Retirement and SUNY ORP Reconciliation.The Manager of PB&C is also responsible for FLSA exemptions, calculating and entering balance of contract payments for unclassified faculty/staff, longevity pay and responding to general compensation questions as it pertains to various bargaining units. Additionally, the incumbent must review, prepare and convey essential information to employees and supervisors through various forums including in-person meetings, workshops, etc.Under general direction and with latitude for independent judgment, responsibilities include but are not limited to:Audit and process payroll transactions via the SUNY HR system against appointment authorization recordsProcess/verify payments in SUNYHR for Student employees and Admin employeesReview and interpret Payroll Bulletins, Attendance and Leave manual as it relates to classified employees, Collective Bargaining Agreements, HBA memo, etc. to provide guidance to employees and to accurately process transactions.Apply professional human resources techniques and expertise to identify solutions and deliver results by leveraging data to support informed decisions including but not limited to benefits planning, compensation, and classificationProactive Human Resource planning - objectively assessing the need for employee trainings and workshops as it relates to benefits and payroll as laws and policies change Additionally, expanding workshops/trainings, coordinate retirement vendor visits and spearheading initiatives to deliver value-added services to management and employees.Ensuring integrity in employee, payroll, and benefits data by consistently running reports and reviewing data to ensure compliance with applicable local, state, and federal laws and regulationsAdminister programs when necessary, such as Productivity Enhancement Program (PEP), Opt-out, and NYSHIP Buyout Program.Handle all retirement reporting and responding to employee request regarding Optional Retirement Plan (ORP), Teachers' Retirement System (TRS) and Employees' Retirement System (ERS)Calculate and administer sick leave credits for RF employees who are eligible under the NYC Paid Sick Leave LawManage leaves of absences, benefits restoration and any salary changes when employees return from leave.Responsible for institutional responses and reports involving payouts and employment dataAdvancing paperless initiatives in the benefits and payroll regionRequirements:Bachelor's Degree.3 - 5 years of experience in Human Resources or Payroll Office.Prior experience in payroll, accounting/bookkeeping, attendance and leave administration or benefits administrationMust be highly proficient in Microsoft Word, Excel, and Power Point.Desired Skills:Bachelor's Degree in HR management or related disciplineDemonstrated use of innovative and/or technology-focused problem-solving strategiesPrior HR experience working with a unionized environment.Knowledge of Human Resource Information SystemsPrior experience within SUNY, other academic environment, or New York State agency or public sector.Additional Information:Classification/Salary Range: This is a full-time calendar year appointment. Management/Confidential unclassified position which serves at the pleasure of the appointing authority. The anticipated salary range for the position is $65,000 to $75,000 annually with an outstanding benefits package (for additional information, please see the Management/Confidential Professional Employees Benefits Summary). Salary will commensurate with qualifications and experience.
