Job Description:

PRIMARY FUNCTION/PURPOSE: The Director of Building Operations is responsible for over-seeing the daily on going and long-term maintenance of the facility. This person is the supervisor of the Security and Maintenance Department. He/She plans and implements training and safety workshops for the Safety and Maintenance personnel. The Building Operations Director reports to the Executive Director. The Building Operations Director is on call twenty-four (24) hours a day, seven (7) days a week. In the event you will not be reachable, it is your responsibility to advise Security and to provide them with a contact number for the person responding to emergency calls. PRIMARY RESPONSIBILITIES: 1. Oversee and train the Operation staff to follow DHS Client Assistance and Rehousing System (CARES) systems regarding Incident Reports, Pending Arrivals, Discharges, Facility Bed Management, etc.2. Ensure the timely collection, preparation and analysis of client and program information to generate routine and as needed reports, to evaluate program performance and to facilitate short and long-term planning.3. Administer 24-hour crisis intervention protocols, encourage staff/client communication, respond to client needs and ensure a safe and secure environment for all facility residents.4. Within the Operations Division control the procurement, inventory, and distribution of all-goods, and client-care items to satisfy program needs.5. Plan, develop and implement Operations Division's policies and procedures consistency and compliance with all applicable regulations.6. Manage relationships with external partners and vendors.7. Develop and maintain working relationships with professional colleagues, community agencies, and the public by attending meetings, conferences, and hearings to enhance facility goals and increase program visibility, resources, and services.8. Ensure that the facility is following DHS, OTDA, Department of Buildings, Department of Health and Mental Hygiene, FDNY and HPD inspections and guidelines.9. Ensure that staff are completing and participating in safety drills.10. Facilitate effective communication between units within the Operations Division and others in the facility. Meet regularly with staff of other units, particularly supervisory staff in the development of facility policies, procedures, and programs.11. On call 24 hours a day to address Operational emergencies. SECONDARY RESPONSIBILITIES: 1. Facilitate effective communication with other staff within an interdisciplinary context, participate in and contribute to staff meetings and the development of policies and procedures.2. Evaluate staff performance and ensure that evaluations are being completed in a timely fashion.3. Participate in training and staff-development activities to acquire and maintain both interpersonal and operational skills necessary for successful job performance.4. Participate as an active member of the Homeless Services Senior Team in the development of departmental policies and procedures and long-term strategic planning, and function as an effective team member to enhance overall service provision and inter-unit staff collaboration. Administrative Responsibilities: 1. Conduct daily audit of both the Safety Monitor's Desk Log, and the Supervisor'sDesk Log for accuracy and content.2. Prepares/conducts Employee Appraisal Evaluations in a timely and thorough manner.3. Prepares and audits Incident/Accident Reports.4. Maintain and schedule vans daily usage.5. Prepares written reports as required by the Director of Building Operations.6. Oversee and supervise department staff in the utilization of the DHS Client Assistance and Re-housing System (CARES) System regarding Intake Check-In, Incident Reports, and Facility Bed Management. MINIMUM QUALIFICATIONS: Bachelor's Degree and/or a minimum of five (5) years' experience in Security and Operations. Four years' experience in Building Maintenance with management skills and staff supervision.
